Is this a Mac Pro (Late 2013) desktop (“black trash can”), or a MacBook Pro (Late 2013) notebook? You have mentioned both types of Macs.
if it is the notebook, you can only update it as far as Big Sur. No update to Monterey is, or will be, available.
