How can I recover my Photos from iCloud to my new iPhone

If photos were synced to iCloud via iCloud Photos on your old phone, turn on iCloud Photos on your new phone. See: Set up and use iCloud Photos - Apple Support

If you aren't sure if they were synced, use any interest browser and log into www.icloud.com and go to the Photos app there. Any photos that you can view there are iCloud Photos.

If photos were not synced with iCloud Photos but you have an iCloud Backup, use the Backup to setup the new phone. See instructions in Restore your iPhone, iPad, or iPod touch from a backup - Apple Support

When transferring to a new iPhone...

Use Quick Start:

Quick Start is a service provided by Apple for transferring to a new iPhone. So, Force Restart your iPhone, and then try using Quick Start. Any locally-stored photos will transfer.
