You will need to erase your device whether you know the Apple ID/Password or not. Having the Apple ID/Password will be necessary to restore your data from a backup, if you previously created a backup. You will not be able to backup your data after you forget the Passcode.

If you forgot your iPhone passcode, use your Mac or PC to reset it - Apple Support


It would be a security concern if someone was able to gain access to your device if they simply knew your Apple ID/Password. This offers an additional layer of protection to keep your data safe.
