Apple watch seizure alert

Hi everyone, first time here!

I am posting on behalf of my sister,

her daughter (my niece) suffered badly with seizures but with meds they have became less and less.

She lives in a flat not too far away from us and has a Apple watch and iphone which lets us know if she has a seizure via our phones.

What we want to know is this....

Is there a seizure alert for a Apple watch that doesn't need the owner of the watch to have a iphone?

My niece doesn't want a phone but wants the watch.

In simple terms (I hope!) She only wants to have a watch, she doesn't want a phone. Is there a seizure alert for the Apple phone that would alert her mothers phone some 10 miles away?

Or do all the seizure alerts need the owner of the watch to have a phone too?
