transfer playlists

I've recently transferred my music library from an OLD windows-based computer to a NEWER windows-based computer however none of my playlists transferred over. I'm at a complete loss as to how to move my playlists (or even sync my iPod - yes, i have one) to my new computer. I'd like to mirror what i have in my iTunes library, playlists and all, from the old to the new computer. i need some help doing this as nothing i've tried has worked. Thank you in advance
