In the early days of DV camcorders there were several built-in effects including "Posterize" which produced a daubed painting effect.
The nearest I can find in FCP is the Comic Looks section but the effects are not the same.
I found a posterize download on YouTube but that appears to affect the timing and produces a strobe effect rather than a "painted" image.
iMac 27″ 5K, macOS 13.6
More simply:
Add Solids > Custom as a secondary over the storyline.
Set the color to 50% gray to start.
Change the blend mode to Hard Mix.
Experiment.
There is a posterize filter in Motion, so you could make your own posterize effect there and save it.
