The screen capture that you posted of your Software Update screen shows the words

iOS 15.8.3

iOS is up to date

As of today, iOS 15.8.3 is the latest version of iOS 15, and the latest release of iOS which an iPhone 7 can run.

About iOS 15 Updates - Apple Support

The "iOS is up to date" message does not mean that you have the latest version of iOS, period. The iPhone 7 isn't compatible with iOS 16, 17, or 18 and will never offer updates to them to you. "iOS is up to date" indicates that you are as up to date as possible for your model of phone.

What happens when you try?

Can you post a screenshot of the whole screen, it could reveal why you aren't able to update.

Make sure you:

• Are updating to a version that your phone supports.

• Are using a WiFi connection (not a hotspot).

• You have an active cell signal (You need both WiFi and cellular service to perform the upgrade).

• Are not using a VPN connection.

• Have your battery charged at least 50%. Better yet, keep it plugged in during the update.

• Do not have power save mode turned on.

• Do not have a beta version installed.

• You have at least 10 gigs of storage available.

If you have an iPhone 7 and wish to update to the latest release of iOS 15 – iOS 15.8.3 – read the answers already provided in this thread. If you have read them and are still having problems, you need to be much more specific about those problems, or nobody here will be able to help you.

You cannot update an iPhone 7 to iOS 16 or later.
