I am on iPad Pro and can uninstall and delete most apps to restart them from afresh but there is one app it doesn’t work at all

Perhaps the saved data, to which you refer, is not saved on the device itself - but instead is saved in your iCloud storage, or other online storage. Deletion of an App will generally only delete associated data/files that are stored locally on the device; any data backed-up elsewhere will not be deleted along with the App.
I cannot delete data from an app I have tried everything that has been suggested on here , I just go back to install app and data still there !! Please help
