This sounds like a common scam e-mail. The message is not from PayPal, but from criminals. It always mentions some very expensive item (anti-virus subscription, laptop, etc.) that you have supposedly bought, says the charge has already been applied to your payment method, and gives you a “billing dispute” number to call within 24 hours.
There has never been any actual charge on my bank or credit card account. And I never call the “billing dispute” numbers. These belong to the criminals, who will try to get you to give them your account information so they can process your “refund.” What they will actually do is to use the information you so helpfully provided to rip you off.

Sounds like you got a scam email. Do not call any numbers from this email and provide them with any personal information. If you did already, then it is likely your account has been compromised. That is a typical phishing email that all users receive.
That sounds like an issue for PayPal. If you made no purchase with Apple, contact PayPal for support.
