User is not available for Walkie-Talkie on Apple Watch.

Hello! When I try to send an invitation to a friend, my Apple Watch displays the error: "User did not receive your invitation. Make sure FaceTime is signed in with your Apple ID." I have verified that I am signed in to FaceTime with my Apple ID. When the other user tries to send me an invitation, they receive the error: "User is unavailable for Apple Watch Walkie-Talkie." Can you please help me understand what the problem might be?
