My husband has jury duty and cannot take his phone into the courthouse. How to keep it cool while being left in a hot car?

You can’t. But if it has a trunk, that might be cooler than in the passenger compartment. He should also turn it off completely, so it doesn’t generate any heat of its own, and the storage temperature range is higher (and lower) than the operating temperature range.
