Is there any way to recover WhatsApp messages other than iCloud on an iPhone?

Ask WhatsApp. WhatsApp.com. Although no backup equals no recovery.

Restoring from a Backup:

If WhatsApp can't find it, then restore your Mac from a Time Machine Backup that has this in the Messages app. You'd create a Time Machine Backup of your Mac prior to this downgrade, and then restore from it, once all of this restoration is complete.

Lost In-App Messages:

IF these were SMS text messages, they might be viewable on your Carrier's site as a log, and the deleted folder (if available). But, if these are directly from within an App, then there is nothing you can do about it, or than retrieve them from a backup contains these, or looking at any screenshots or screen recordings you took at the time they existed.
