耳机通知音量过高

连接并佩戴耳机未播放声音时，通知声音从耳机播放，音量会和来电铃声音量一致而非媒体音量，此时如果铃声音量过大会对耳朵造成严重伤害，每次佩戴耳机单独调节来电铃声音量也不方便，偶尔忘记会对耳朵造成很大伤害，希望优化铃声系统设置
