Is there a specific section on the Apple website or in the Apple Store app where we can find the pre-order link as soon as it goes live? Has Apple announced the exact time and date when pre-orders will open? Any tips on the best time to try, given the usual rush?

Pre-ordering is performed just like “regular” online ordering.
The online store is generally offline for a short period during the actual announcements while the new products being made available for pre-ordering are added.

Last year, when the iPhone was announced for pre-order, it was possible to create and save a cart ahead of time. Then, when the preorder went live, all you had to do was hit the "buy" button. Whether that will be possible again is something only Apple would know.
What Apple product are you trying to pre order, there are no upcoming products until about October with the iPhone lineup, you can pre order them then usually after the Keynote.
In the keynote, Apple will tell you what day pre-ordering is for that product.
I am looking for apple watch and AirPods. So we preorder on the day of release or we preorder before and have the product by the time they officially release? By keynote you mean the release broadcast?
