Trying to set up my child’s iPad and it is stuck at “update restrictions”

I am setting up a new iPad Air for my kids. I am on the screen setting up parental controls and it will not let me do anything after choosing an age, adjusting the controls I want stricter than apple sets and clicking on update restrictions and nothing happens. The only other option is to turn off restrictions which is not what I want.
