I literally just bought this computer and got message during setup. I am starting from scratch and am not copy data from an external drive, Time Machine, another Mac or a Windows computer. So nothing I did.

Try to startup in Recovery mode and reformat your internal drive with DiskUtility as APFS, then reinstall macOS on it should works.
