Command backtick keyboard combo not working MacOS 14.5

For some time the command-backtick key combo to move focus or change windows has not been working, although other keyboard combinations seem to work normally. I've tried the troubleshooting suggestions in support and checked my system settings regarding the keyboard, etc. Nothing works. I don't have any 3rd party keyboard software installed or macro software installed. I use an Apple USB keyboard. MacOS 14.5. This problem occurs in all applications and is not application specific.
