So I can’t send nor receive texts from non Apple users, I can call just fine but texting doesn’t work at all and hasn’t for about 3 months

That setting will prevent messages to you from unknown senders, just as it says. It will not unblock messages you've sent to someone who is blocking your messages. Only the recipient can do that.

That message says it’s a problem with the person you are sending to, who isn’t allowed to accept messages from you. That might have been set up using parental controls through their network provider.
