For two years now, my iPhone just stopped scanning credit cards. Pizza Hut, Amazon, etc. camera comes on, you align it in the little box and it does nothing. Scans QR codes just fine. Is this an attempt to get me to use Apple Pay only?

Are these loyalty (reward) cards or credit cards ? Credit cards are scanned or information entered manually. Loyalty cards are added through the respective companies app or secure website because of the economic value they may have. The old method, when the Wallet was called Passbook, involved scanning cards. That method is no longer accepted.
If you’re using credit cards in the wallet you already are using Apple Pay. Are you adding an actual credit card? I know Amazon has a co-branded card but I didn’t know Pizza Hut did.
