Change iPhone and I can't add ING card to Apple Watch wallet

I has an iPhone 11 with Apple watch SE where my ING mastercard credit card was present in mobile and watch wallet. I changed to iPhone 15 with same Apple watch SE and same ING mastercard credit card. With some difficulties I was able to add the card to iPhone wallet then I tried to add same card on Apple watch. It is possible to add it but when verify is required, the ING app opens, I confirm the card usage, I get the SMS from ING that says everything is fine, but on watch app on mobile and watch is still pending verification.

I deleted and added many times the card to Apple watch wallet but always with above result.

How to solve it ? Thank you

Trying many times is the wrong thing to do. Many banks impose a velocity check or limit to number of times you can attempt to add the card in a 24 hour period. Most banks have a velocity check of no more than 5 attempts in a 24 hour period.

Wait a couple of days before you try again and then do a forced restart of both devices. If you’re not familiar with a forced restart please follow the instructions I’ve posted below at the links. A forced restart is more than just turning the devices off and on.
