You do know that when you delete photos or videos that the data is not deleted for another 30 days.....correct?
If you don't want to wait 30 days, open the Recently Deleted Album in Photos and manually delete everything there.

Then, if what you say it true, it may be hopeless.
To confirm, make an appointment at the Apple Store or take the phone to an authorized Apple service shop.
