Seems the wallet app is automatically included in the software available on all iPhones everywhere.
Not all countries support the use of Apple Pay though :
Apple Pay uses Credit Cards added to Wallet to pay merchants and for website-purchases etc.
Eg: I do not see India listed in Apple's article below:
