The Security & Privacy Preferences Panel could not be loaded

I have a mac book pro 15" 2016 with 12.7.6

and I have the error: "The Security & Privacy Preferences Panel could not be loaded"


I tried both Kappy's and Eric Root's recommendations

Mac preference error message: "Could not… - Apple Community

but the error persists


Do you have any other suggestions?


Do I need to reinstall the entire operating system? I would like, if possible, to avoid it.

safe mode precludes loading of most third-party software.


if it still won't open in safe mode, your MacOS itself is damaged somehow (I don't know how) and needs to be re-installed.


Restart in Recovery mode and choose to re-install MacOS (same version). By design, this does not affect User files and added Aplications. HOWEVER, if your disk has been flaky lately, the re-writing of over 350,000 files may cause additional troubles. It would be Prudent to have a recent backup on hand, just in case.
