new iPhone set up- no back up available?

Can anyone help, I lost my phone and long story short I now am trying to set up my phone using iCloud back up, unfortunately it says No back ups available? When I log into iCloud I can see the last back up was some years ago- but there are still apps and information there. the next options it gives me is to set up as new iPhone or restore from Mac or pc- I selected the restore option but it doesn't allow me to do anything?

If you selected the "Restore from Mac or PC" option then you need to connect the iPhone to a Mac or PC that has a backup you wan to restore onto it.

If the backups are supposed to be in iCloud, then no, "The restore from Mac or PC" option will not do anything for you.
