Apple Cash is only available in US. Are you confusing Apple ID Account with Apple Cash?
Please follow this path,
iPhone > Settings > iCloud Account (your name at top of screen) > Payment & Shipping > login > Payment Methods > the method at the top of list is used first. Please review the information in the Apple Support article I linked below.

This is not possible. Apple Pay is never, ever used in the iTunes Store.
Apple Pay is used in physical stores and 3rd party websites only.
What makes you think Apple Pay is being used in iTunes exactly?
If its asking you to verify your payment method, that has nothing to do with Apple Pay.
Its asking you to verify an existing payment method on your Apple ID because there is some issue with it. Once verified, it will by default use any balance in your Apple account first, before charging your payment method.
Again, this has nothing to do with Apple Pay, though the payment method in your Apple account is possibly one than comes from the Wallet app.

Apple Pay is used in physical stores, websites and within apps. Apple does not use Apple Pay on iTunes or the App Store at all.
You may have a payment method added to your Wallet app that you use for Apple Pay, and is also added to your Apple ID and used for iTunes purchases, but Apple Pay, the actual payment conduit, is not used at all for iTunes purchases.
Do not confuse payment methods in your wallet app, with the use of Apple Pay. They are different things.
In iTunes you are charged by Apple through their iTunes platform, but Apple Pay is not involved.
Apple Pay requires a physical terminal or the pressing of an actual "Apple Pay" button on a website or app to be used.
