My Outlook / iCloud integration only syncs my Outlook Calendar to iCloud but vice versa

My Outlook / iCloud integration only syncs my Outlook calendar to iCloud but vice versa. I've linked iCloud to Outlook calendar and the calendars have correctly appeared and populated on Outlook.

I tested the sync as follows:

Added calendar entry to Outlook calendar.... this syncs to my iCloud calendar (checked on my iPhone)
Added iCloud calendar entry to Outlook calendar.... this did not sync to my iCloud calendar (checked on my iPhone)
Added iCloud calendar entry on my iPhone calendar... this did not sync to my Outlook calendar

I cannot find anywhere that specifies sync frequency on either platforms and even the snyc which did work took more than 2 minutes.

Please help!!
