Screen Time Exclamation Point with a Red Circle

I am reposting the exact same issue that I noticed has been posted off and on in the past few years. I am having the same issue. See below for the full issue.

Please do not tell me to restart etc. I have done the following.....

I have had child and myself log out of icloud and log back in. We have restarted phones and made sure all past phone back ups are gone. It's still not getting fixed. It is still not fixed on her phone.

How do I fix this.

Screen Time Exclamation Point with a Red Circle

I had to restore my kid's account on my ipad at one point earlier this year during a replacement. When the new device arrived I re-restored the account on the new one. I then restored my account on the temp ipad.

Screen Time thinks that device is still in use for the kid's account. There is now a message in Screen Time under my kid's name that says:

"Screen Time for ______ ipad has not been available for 7 days. Make sure the device is connected to the internet and is signed into iCloud with _____'s Apple ID."

I would like to deregister this device from the kid's Apple ID to clear this message. How?
