Can I create multiple Apple IDs with same mobile number?

My company purchased lots of Apple product (e.g iPhone, iPad) these years for software development purpose. We previously use staff email with their mobile number to create Apple ID.

Thus, Apple ID change every time when there is staff turnover.

Can I create multiple Apple IDs with same mobile number?

Is there quota limitation?

one mobile number can maximum bundle with 10 mobile devices
one Apple ID can maximum bundle with 10 mobile devices

I've seen people say when they tried to use a number that had been used before, Apple wouldn't let them. That makes no sense to me since not everybody in the world has their own telephone. Nor do I think Apple has any way to distinguish between a mobile number and a landline.

To me it sounds like you need enterprise level device management. Are you doing that already? If not, you do not want employees use their own accounts to set up a device.
