Contacts not using iMessage can only be added to a new
MMS group with the same members.
Contacts using email address handles will use a phone number instead." But the person is on a apple device and has imessage turned on. I am on IOS 18.1 is there a fix for this?

When you signed up for beta/developer tester for ios, it clearly state not to use your daily phone as things may not work.
Since your using an ios that hasn't been released to the public yet, defer to your email on where to ask these types of questions.
