Is there an alternative way to recover iCloud data without the iPhone?

How to I retrieved my crashed iPhone data, iCloud account backup moved to a new android phone? Because my iPhone got crashed unexpectedly and couldn’t receive the OTP messages on my Nigeria phone number, please help, advise and fix
