Good observation! Though the original author did state they bought it from an Apple Store, which is confusing.

Most clear phone cases are made of Polyurethane, which turns yellow when exposed to UV light. This can occur if the case is exposed to sunlight or even regular light sources that emit some UV radiation.

Apple does offers a one-year standard manufacturer warranty on their cases that covers manufacturer's defects.

You can let Apple know your feedback and even adding a UV protection coating ⇢ Feedback - iPhone - Apple

You may be right, I guess Apple just calls it normal wear and tear. I have noticed that the Clear iPhone cases do turn tinted yellow after some time. I suggest you bring it to Apple and they should give you an exchange.
