True! The developer chooses which regions they want their apps to be made available. Even for the EU, the developer can restrict the app to Germany, France, or any other country and it does not need to be made available in all EU countries.

It is the combination of the region of the device and the matching payment method that determines if the user is using the correct App Store. If the user was allowed to simply change the region without any verification, there would be no way to enforce these requirements.

That couldn't be any farther from the truth. The bank will need to be able to verify the information from the account holder and compare it with the information provided by the person making the charges in order to authorize it. That is the only thing that will make a payment valid.

Having the payment method matching your Apple ID address is how your information is verified. You do not need to provide any identification to prove your address when creating an Apple ID or even changing your region, that is what your payment method is for in order to make purchases.

Apple does not approve or deny cards being added to Apple Wallet. The account is owned by the bank and technically the card is the bank’s property. I even dare say the arrogance is yours.

The bank that issued the card and the Payment Network Operator have final authority in regard to adding a card to an electronic wallet.

Your resolution is to persuade your bank to add the card and then persuade the bank to tell the PNO to also authorize the card. When the PNO sends the token, Apple will add the card, per their authorization to do so.

Just ask the bank why they are >Red Pathing< your bank card? If they tell you why, it possibly can be fixed.

Correct, if they are billed in US dollars there will be exchange fees and perhaps several other charges depending on the card used. Some cards charge a conversion fee on top of the currency conversion. Some countries may charge a fee as well. This is one of the reasons Apple has multiple billing locations around the world. This reduces taxations and other fees Apple may have to absorb.
