Unable to download purchase from iTunes Store app

I made a few song purchases on the iTunes app on my iPhone, and for some reason, it’s shown that I’ve purchased them, but they wont download. I click the download icon, it says downloading, and then goes back to the downloading icon. I have more than enough space on my phone, and the songs can be seen as purchased, but it’s just not showing up on my music app. What gives? I’ve connected via wifi and everything, looked at hidden purchases which shows nothing, i’ve reset my phone, im up to date - so i dont get it. I JUST made a purchase on itunes via my macbook, and THAT is showing up on my apple music app, but not when i make the purchase on my phone? I have synced library and everything. Please help.
