Text Box Not Editable

I have a fairly simple page layout document that I recently created and saved to template format. The template has several graphic objects, mostly lines and logo objects. It has two text boxes that are meant to be edited for each use of the template.

When I open a new document from that template, I find that one, and only one of the text boxes is not editable. Now, if one uses the menu to "make layout objects selectable," then it can be edited. But, this is not desired and will baffle some users of the template. I did not, to my knowledge, create that text box as a "layout object." And, if I somehow did, there is not a means to move it from a "layout object" to a normal object?

As information, the offending text box is not locked. It also seems to have the arrange>back/front/backward/forward buttons greyed out. However, the other text box does have those buttons available for use.

Any suggestions?

Ian,

Thanks for responding. I get this, which may be the same thing, different version. However, the move to section layout option is greyed out. I was under the impression that section layouts were really only for word processing files, not for page layout files, but it does seem as though there is some crosstalk going on (this is a page layout file).
