While converting my handwriting notes to text I cant find Apple Pencil with the "A" tool on
I am trying to convert my handwriting notes to text but cant find the pen with the A on

Presumably you refer to the iPadOS Scribble feature. Have you set your iPad to a supported language*?
To see the "A" tool in the Notes toolbar, you must initially enable Scribble in iPad settings:
Settings > Apple Pencil > Scribble - set to ON
(*) These languages are supported by Scribble in iPadOS 17:
