WiFi and Bluetooth turn off randomly and buttons in settings are greyed out. Phone is also shutting down randomly. Apple support and IOS update has not resolved. Apparently a "known issue". Switching phone off and on randomly resolves the issue, but not always.

Where did you see it is a “known issue?” It isn’t known to me; I haven’t seen any consistent reports.
Normally if Bluetooth and Wi-Fi are both greyed out in settings that indicates failure of the radio microcircuit in the iPhone. If it’s intermittent that would indicate physical damage inside the phone that resulted in an intermittent connection. The phone shutting down randomly makes physical damage even more the likely cause.
One other possibility is a failing battery. What do you see if you go to Settings/Battery/Battery Health & Charging?
