I've tried all the recommendations. Pressing the crown and oval buttons brings up Siri. Pressing the oval button by itself does nothing. I discovered all of this when trying to figure out why I can't ping my iPhone any more.
Press and hold the Digital Crown and the Side Button until the Apple logo appears. This can take 10-20 seconds.

You have to press and hold both the crown and the side button at the same time for 10-20 seconds. Your responses don't seem to indicate you have done this. Have you?
I may have a problem with my side button. When press and hold it and the digital Crown, Siri pops up. Siri can't access the power button
I can't turn off my apple watch, nor can I restart it.
