I am not aware of any requirement in Canada to register a phone’s IMEI with any government agency, national or provincial.

Your carrier knows your IMEI and who you are, so if the government wanted to know about you they would just ask the carrier (perhaps with a warrant).

That would be a good question to ask the Ontario government.
