Downloading Apps:

A. Get your Credentials Changed...

Contact Apple Support:

Ask the Apple Rep to modify it over the phone. If permitted to do so, then inform to modify the Phone Numberand other credentials associated to your Apple Account, to what it should be. Important: Perform a Trial & Error login session with the Apple Rep prior to ending the phone call.

Contact ApleSupport.

And...

B. Update your iPhone 11 Pro Max to iOS17:

Update Using a Computer:

Have a Computer Handy? If so, try using a computer to update. Go here: Update your iPhone Using a Computer - User Tip. If WiFi is not a successful option for you, then see about using Ethernet to get a reliable signal. If there is not Ethernet port, then his would be the adapter to use: The Belkin USB-C to Gigabit Ethernet Adapter - Apple
