how can I delete phots from my icloud storage from my computer

You will want to delete the photos from the Photos app. After doing this, deleted photos are moved to the Recently Deleted folder.

Until you delete photos from Recently Deleted or 30 days passes, photos will take up iCloud storage.

Be aware that deleting photos from Recently Deleted is permanent and cannot be undone.

Thank you, What if my icloud is comprised of several different iphones over time. Is there no way to access the overall storage form a computer?

There is only one iCloud. Your devices all sync to it. If you enabled iCloud Photos, your photo library would be the same on all devices.
