I want to get my personal music library back from the icloud

Since changing to Music from iTunes, all my personal music files have been migrated to iCloud. I noticed this when on a flight, I wanted to play music, and couldn't because I didn't have either a Cell or WiFi connection. I DO NOT LIKE THIS.

The original files have been removed from my Mac, which I also DO NOT LIKE.

How do I get my Library back from iCloud? I've seen recommendations such as to turn off Sync Library, but I'm reluctant to do that until I can be sure my files will be returned to me. There is a file "Music Library" in my Music folder on my Mac, but it's only 17MB, so is not my music.

I'm running Sonoma, and iOS 17.5.1
