Unable to move songs up or down in a playlist

Itunes version 12.13.2.3. After creating a new playlist I found I was unable to change the order of the songs added to that playlist whereas previously you could move songs up or down in the playlist. I would highlight one or more songs and holding the control button you can see the number of songs to be moved. Holding the left mouse button down the cursor would move the 1 or group of songs up or down. Now when the songs are highlighted a blue box is highlighted around the entire playlist and nothing can be moved. Any idea as to what has changed or why this no longer works.

When looking at the Playlist, the arrow in the header bar needs to be in the left column, the one with the numbers in it:


If the arrow is any other column, it means that the playlist is being sorted by that specific column, which will prevent you from moving songs about. You can only move songs to a different position if the playlist is being sorted by the "playlist position number column".
