How can I add my son's iPhone 15 to location sharing?

My son’s iPhone 15 will not share its location with me even though he is part of my family sharing. My daughters does and i can’t figure out how to add his phone so that i can locate him. It used to be able to be located and then one day just stopped. I am the “organizer” for their accounts. Please advise
