Correct, as that model is not compatible with iOS 16 or higher.

Unfortunately iOS 16 is not compatible with your iPhone 7. Apple stopped providing feature upgrades for the iPhone 7 series with the release of iOS 16 back in 2022. The iPhone 7 and 7 Plus are only compatible with up to iOS 15. iOS 16 is available for iPhone 8 and newer models.
