I have an iPad 7th gen running 17.6.1
My simple question is can I have a ‘menu bar’ like a P.C. Or Mac. I don’t have one and I think I would like one!
The reason this has come up is because I want to import a HTML bookmarks file into Safari and am unable to access an ‘Import bookmarks’ command.

Safari for iOS/iPadOS fundamentally does not offer the facility to import or export Bookmarks - and for this reason, you'll not find an option to do so.
If you use a Mac computer - and are signed-in with the same AppleID - you can instead use Safari on the Mac to import and export bookmarks via a html file.
Apple invite submission of comments and feature requests via its Product Feedback portal. If you would like to see the ability to import and export bookmarks in a future version of iPadOS, this would be the most appropriate channel through which to make a request:

Thanks for that prompt and helpful reply. It was probably the answer I was expecting after multiple googles seemed to offer no real solution. I have used your suggestion of the Mac and HTML file and of course it works.
