Downloaded tutorial videos (mp4) to an external, powered, hard drive. I want to transfer/copy/migrate whatever those videos to the storage on in iPad 9th, so I can watch them offline using VLC.
You mp4 videos can be copied to your iPad from external storage just like any other file.
Your iPad9 has a Lightning connector - and as such will require an appropriate Adapter to connect your iPad to external USB storage devices. For your iPad, you will require an Apple Lightning to USB 3 Camera Adapter:

To be recognised by iPadOS, the attached USB storage device must be formatted to FAT, FAT32, exFAT, APFS or HFS+ with a single partition. Microsoft NTFS and other proprietary device formatting are not supported. Formatting and partitioning, if required, must be performed using a separate computer; iPad does not provide any facilities to format an external storage device.
As the iPad has limited power capabilities, dependent upon the USB Storage Device, an external power source is often required. Simply connect your iPad's Power Adapter to the Lightning port of the Adapter. Your Power Adapter must be rated at 12W or greater to provide sufficient power.
Having copied your mp4 (or other files) to your iPad, the can be accessed using the native Files App - or other media player Apps (such as VLC).

Thank you for that. I've managed to get it done, since I found an old powered hub which I'd bought a while ago. Also, I reformatted one of my SSDs to Mac Extended, and copied all my videos to it. Then using the Lightning to USB adapter, I was able to see the videos on my iPad. I just tappedn and dragged them across to "On My iPad", and I now have what I needed.

not sure about the ipad 9th
but it works fine on my ipad pro m2 with usb-c port at a sdcard reader connected, it shows up in files and if I run it it will play in a build in viewer and have a link to open it in vlc

Is it actually impossible, (as some people have told me), to transfer mpeg videos from an external hard drive to my iPad 9?
