Can I whatsapp message to my family on my ipad without owning a smart phone?

It is my understanding that is is not possible with your iPad. They register a device by sending you a SMS message to the phone number you provide.This is not possible on the iPad, since it requires a cellular connection to receive the SMS message and you cannot receive it over WiFi. Even if your iPad is a cellular version that shows a phone number on your billing statement, that number cannot be used to receive SMS or phone calls. They specifically list a Landline phone as not an acceptable number that can be used. I included the web link just to show that the iPhone would be required to use it.

Since the iPad does not have WhatsApp, you need to use the web version. In order to do that you must link your device to a phone where it can receive the SMS verification text and that cannot be done on WiFi. This is only possible with a cellular connection and not on an iPad since it cannot receive SMS.

WhatsApp uses a cellular connection, so WiFi will do no good. If your family members have Apple devices, you can chat with them using the Messages app over WiFi and do not need a phone to send/receive messages.
