I have a family account set up and i can see the passwords of my partner and she can see mine. How do i stop this from happening? She is not logged into my Apple ID that i know of. I have attached a photo, the “221@hotmail” and “2D@gmail” are mine but the “15@gmail” is hers and there are more. Why am i seeing her passwords and why is she seeing mine? How do i stop this?

As long as you are not sharing an Apple ID, I don't think you are seeing "her passwords" but you are seeing your passwords that have been setup with her email.
Do you ever log into these accounts? I see the Albert password is her email, have you or her ever signed into that app/website on your phone? It can be easy to accidentally save a password to your Apple Passwords by simply logging into an account.
i have signed in to some of her accounts using my phone but i haven’t signed in to any accounts on her phone. For example i never signed into social media from her phone but she still sees my passwords and i see hers
If you sign into another person's Apple account on your phone you run the risk of data transferring to the other account unless you erase the phone first. Apple's iPads and iPhones are intended to be used by one person at a time, not shared even briefly.
