I have an iPhone 14 pro max. Double tapping on the side button while my phone is locked AND unlocked opens my wallet. What can I do to be able to double tap the UNlocked phone only to access my wallet ? I don’t want to have an access to the wallet through double tapping the locked phone to prevent unauthorised credit card charges if my phone is stolen.

I would go to settings/Face ID & Passcode, scroll down to "Allow Access When Locked" and turn-off/disable "Wallet"
So if someone else has your phone and tried to double-click the side button while your phone is locked the wallet won't open at all. All they will see is a blue button that says "Enter Passcode" which hopefully they won't know.
I've always had this setting turned-off on my iPhones.

It should only open the Wallet when locked if you have Face ID enabled; i.e., when you double click, Face ID unlocks it and then the Wallet opens (appears to be one step). To test that, cover the top Inch on the screen with one hand while double-clicking with the other. The Wallet should not open, but the screen (likely almost to dark to see) should ask you to enter the Passcode since it can't see your face to unlock it.
When you double click the side button on your iPhone to open the Wallet, it will prompt you with the Face ID or Touch ID authentication. Without your personal biometrics or password, no one can access your Wallet.
