iphone hotspot is not connecting to steam servers

I am using iphone 13 pro max (iOS 17.6.1). Usually I use iphone's hotspot for my laptop (dell xps 12 - fedora 39). I used to game (steam - dota 2) with iphone's hotspot. but from last week, i couldn't connect to steam servers. i tried same mobile carrier with different android mobile. that mobile's hotspot didn't make any issues. its happening only with my iphone. please guide me to solve this issue. i did so many things to solve it.

things i tried already

1. update ios
2. reset network settings
3. changing hotspot name and password
4. still i couldn't connect to the servers
